- Is the graphics card an Intel Branded Card or is it from another brand?
- Did work at higher FPS at any moment? For example when using older graphics driver versions, etc.
- To know your system environment, download and attach the Intel® System Support Utility for Windows (SSU) report, you can find the steps on the link How to get the Intel® System Support Utility Logs on Windows.

I noticed in the report that there are some pending updates, we recommend having the system up to date, please follow the steps below and let me know the results:
- Update BIOS to version 7D59v1F. For installation steps, contact MSI.
- I see you have installed the latest graphics driver 31.0.101.4972. Before the installation of this driver did you perform a clean installation with the Display Driver Uninstaller (DDU)? Otherwise, follow the article How to Use the Display Driver Uninstaller (DDU) to Uninstall an Intel® Graphics Driver and then install the latest graphics driver.

HI,
I always use DDU to install drivers.
I don't think the bios can reduce performance in DX11 compared to Vulkan, it's really a game-related issue. If you try it in your laboratory you can easily see it for yourself. I continue to play Syindicate in Vulkan but other less pro users playing in DX11 will have low performance and it's a shame.

The reason and the importance of updating the BIOS is because in some cases it may help to improve the stability, performance, and compatibility with the graphics card. We will be more than glad to test this issue in our laboratory, but first, we would like you to make sure that the issue persists after the BIOS update.

Starting on Intel Graphics driver version 31.0.101.5333 we included a possible fix for this issue. Please install the latest Intel Graphics driver version and test it out.
