Student License Issue

Hello,
 
I hope that you can help me. I am using Intel Parallel Studio XE 2020 in my college course.
 
One of my students is unable to access the download for Parallel Studio XE, while my other students have been successful. 
 
He has tried several times and each time has received a message asking him "to wait 2 business days". Please let me know how to proceed.
