We have some employees that had a Quartus license that left the company. Is it possible to reassign these licenses or have them consolidated into a single account?

You can change the existing license to new NIC ID(new laptop).

That's good to know. But the licenses were tied to those employee's email address/account. Can those be licenses moved to active users?

Is the only option to take over the account that was originally assigned the license?
