I got this message:

1>Compiling with Intel(R) Visual Fortran Compiler 19.0.0.070 [IA-32]...

1>warning #13046: system locale 1040 is not supported and reverting to English messages.
1>warning #13046: system locale 1040 is not supported and reverting to English messages.

The same program with VFC 18 don't have these warnings.
