@Pengzhao,

This has been asked and answered many times in the past.  In the future, when you have a question, please do a quick search for your answer before needlessly making a new post.  For example, text search "ieee-1735" and you'll immediately find your answer.

The answer, in a recent post:

Thank you for your reply, but I did not find the public key in the  altera/quartus/22.1_lite/quartus/common/misc directory.

In Quartus Pro 19.3 onwards the Intel public key is shipped as part of the Quartus install in ../common/misc/public_keys directory.

You may refer here for encryption steps: https://www.intel.com/content/www/us/en/docs/programmable/683102/21-3/support-for-the-ieee-1735-encryption.html

I can see you are using Lite Edition there which unfortunately does not support  IEEE 1735 encryption.

@Pengzhao,

Looks like you're using the Quartus "Lite" edition.  As far as I know, only the "Pro" edition supports IEEE-1735 encryption.  Intel folks, please confirm.

[Edit: just confirmed by @SyafieqS ]
