Are you talking about reading back a Programerable file?
if so, Yes you can read back .pof file and You can then save this file and use it to program other devices.

im talking of reading the .jic or .sof image file that burned to the FPGA using quartos ,
is it possible to read them back?

Hi,
Use "examine" checkbox of the Quartus programmer to read file from flash and save the file.
