quartus 90 Day Evaluation license can't generate bitstream

I was using the 90 day evaluation license to compile a cxl type 3 design example but end up with error message saying the cxl type 3 ip is not license despite it shows clearly under licensed ip core function in the license setup window. What could be the issue of this?

The evaluation license for CXL does not support POF/SOF generation.

You have two options:

1.Use the Altera CXL IP Design Example (includes pre-generated SOF files for specific boards only; note: no changes to the IP or Design Example are allowed).

2. Purchase the CXL IP license.
