Is AMT disabled by default in the ME firmware?

Just ran across an article on the web that mentioned that AMT is disabled by default in the ME firmware. In particular, the article that pointed to the system bios of HP 7800 systems, under Security > System Security. There are two Virtualization Technology settings here that are disabled on my machines. Should they be enabled to make remote configuration work?

These do not need to be enabled for amt remote configuration to work.
