Frame Repetition with quicksync

Hi,

I am using intel media sdk for live stream encoding in h264 encoding.

Everything working fine until sdk version 1.18.  Above 1.18, I am facing some issue like one frame is repetiing. I am attaching video for issue.

Is there any api has to be updated with newer versions of intel media sdk?

I would like to try and reproduce- could you give some system details (CPU,OS, MSDK Version)?
