It takes 1-2 seconds to react after changing the bit rate

when I use " Intel MediaSDK 2022Q3 Release - 22.5.4" at 11th Gen Intel(R) Core(TM) i7-1165G7.


use h264 encode, 720p5994,BufferSizeInKB set to 3500 at init, when I change bitrate  m_pmfxENC->Reset ,    It takes 1-2 seconds to react after changing the bit rate.

 

Is there a way to modify the bit rate so that it takes effect within 500ms?
