UART (RS-232 Serial Port) IP usage

The UART (RS-232 Serial Port) IP consists a port name 'begintransfer'. How should I use it? According to the Altera MNL-AVABUSREF 2015.03.04 (p.3-8), it's recommended not to use this signal. So, what value should I drive this pin to in the UART (RS-232 Serial Port) IP?  

 

I need to communicate with the UART without any software interaction. How should I do so? Should I implement some RTL code, which implements the Avalon protocol and response to the UART IP's signals (like 'dataavailable' and 'readyfordata')? Is there probably something ready-for-use in Altera for such purpose?
