hi all 

1. What is the relationship between the preloader and the normal configure file(jic & pof(both hw and fw)? 

2. Is there some documents to introduce this problem?

The preloader is usually used to load u-boot.

it is totally different stuff as the preloader or uboot is for the arm MCU power up required files, where the POF file you mention is more at FGPA purpose. 

what are you trying to design actually?
