Yes, the latest separate ME Update Tool updates the ME firmware to version 16.1.27.2176. The reason is that as you can see the Tool is dated July 2023. What ASUS did was that originally you had to use this MEUpdateTool, then the BIOS updated the ME firmware and the ME Update Tool could be used as well. After July 2023 the ME firmware update was included in the BIOS as the only option.

These ME firmware updates fix security issues so it is important that they are done. This was probably why ASUS discontinued the separate updating and incorporated it in the BIOS

Before updating the BIOS I would recommend installing the latest Intel Chipset driver, Intel ME (V2407.6.1.0) driver and Intel Serial IO driver in that order. These drivers can be downloaded from the ASUS support site for  your motherboard.

The latest BIOS is Version 4101. Although the 12700K is not affected by the issues affecting the Raptor Lake 13th/14th gen processors 4101 will also include all the improvements to date in terms of performance, stability and security. BIOS 4101 will update the ME firmware to version 16.1.32.2473. This is partly to address a security issue, so the security of your system will be improved. The updated ME firmware works with the latest BIOS and the latest ME driver which is why they need to be done together.
