My i5 13400f has stability issues!

How did I come to this conclusion? 
Well, let's start from the beggining. Hired a professional to build my pc - it was fine for a few weeks/months then suddenly random crashes kept disrupting my activities on the pc. Fast forward it's been ~8+ months with issues, to come to this conclusion that my CPU could be defective from the factory I did the following: 
Swapped the ram in different slots - didn't work system still crashes (the product is fine!)
Swapped the power supply with a new one - didn't work system still crashes (the product is fine!)
Got my GPU to a certified service from the store which I've had bought the processor from -  didn't work system still crashes (the product is fine!)
My mother board is fine too!
+ Bought another SSD and it worked fine - no problems with that either
Both of my SSD's were tested in a service center and they're fine!
The temps are very good! 45-60*C All the time! EVEN in high END sometimes I have 50-59*C . My CPU rarely gets to 65-69*C+ 
The gpu doesn't get hotter than ~65*C either!
*Got every new driver possible!
**Updated to the latest BIOS - and I chose the "intel default (or recommended i dont remember) settings" - something like that. 
****I even cleaned the system gently!
*****I tried 2-3 cables, maybe could my pc have a problem with a cable...? But I've been to a service before and they didn't say anything! 
!!!!!!! My pc turns off and then fans go full speed and the fans don't stop spinning until I'm not turning off the pc and turning it back on  

MY PC:

CPU: i5 13400F
GPU: RTX 4070 12 GB
SSD: Samsung 980 NVMe M2 1 TB | Samung 970 Evo Plus NVMe M2 1 TB
RAM: Corsair Venegance 2x16 3600 MHz DDR4
Motherboard: Asus TUF GAMING Z690-PLUS D4

Bonjour, il serait judicieux de tester le démarrage du système avec une seule bande. (testez les 2 séparations). Aussi, quel est votre régime alimentaire ?

 

Vérifiez bélier par bélier. Vérifiez l’alimentation, si le problème persiste, faites un cmos clair (retirez la batterie puis remettez-la). Vérifiez également s’il n’y a pas de goupille pliée à l’emplacement du processeur

 

Ps: De plus, le 13400f n’est pas sur la liste des processeurs deffecteux

Just to add, as a general best practice Intel recommends users adhere to Intel Default Settings on their desktop processors.
