Will gen 13 gen 14 Intel cpu still degrade sharply if you simply turned on your computer but not p

So I hear the issue with these chips is due to CPU ask for voltage that it can not handle. Does this only happen when CPU is handling heavy tasks or it happen as long as you turn on the PC?

Thanks for posting in the community! To answer your question, I cannot guarantee either outcome, as the issue may occur at random instances on your system. Whether you are gaming, doing heavy rendering, or even at idle, this event can happen randomly. To mitigate this, please ensure that you have the latest BIOS version with the 0x12B microcode and that you have enabled the Intel Default Settings.
