I am using Cyclone III FPGA Starter Kit and found there is no RS-232 serial port on board.
I have a UART IP want to implement on to FPGA and connect to PC via RS-232 link. How can I do that? I am not sure if I can use USB port to do the job.Link Copied

You could use GPIO headers on the board.
I would recommend using an FTDI USB-to-serial breakout cable, eg., C232HM-DDHSL-0 http://search.digikey.com/scripts/dksearch/dksus.dll?x=0&y=0&lang=en&site=us&keywords=ftdi+ddhsl-0 C232HD-DDHSP-0 http://search.digikey.com/scripts/dksearch/dksus.dll?x=0&y=0&lang=en&site=us&keywords=ftdi+ddhsp-0 These are identical cables, just different lengths.
