We planned to use partial reconfiguration with the Cyclone V series of SoC-FPGAs.
Now the cyclone v device overview (CV-51001) states that --- Quote Start --- The partial reconfiguration feature is available for Cyclone V E, GX, SE, and SX devices with the "SC"suffix in the part number. For device availability and ordering, contact your local Altera sales representa‐tives. --- Quote End --- To our knowledge, not a single development board exists that has a Cyclone V part with the sc suffix on it. Please let us know if there are any. Are we supposed to create a full-fledged development board ourselves just to evaluate the partial reconfiguration feature? On a side note: Is HPS-initiated partial reconfiguration on Altera devices associated with any additional cost (IP or subscription software)?Link Copied

Any form of partial reconfiguration requires the paid version of Quartus.

Buy a development board with the same device family (Cyclone V) and footprint you need (ie, package style, F484 or whatever) and then procure the -SC series parts from Altera, and have them reworked onto the development board (ie, remove current FPGA, replace with -SC part). Third party job shops can easily do this and the labor charge will be on the order of couple hundred dollars at most.

The paid Quartus license includes everything needed for partial reconfiguration.
