Stratix 10 failing to configure from a Max 10

The setup: We have a Stratix 10 (1SG040HH2F35E2VG) that is connected to a Max 10 (10M16DAU324C8G) which is setup in a dual configuration mode and meant to configure the Stratix via AVSTx8. The Stratix is built in 23.3 pro and the Max 10 is being built in 18.1 std. This is done on our own boards. There is no HPS present.

The Issue: The Stratix will fail to configure from the Max 10 on power up. However, if the Stratix has been configured via JTAG with either an .sof or .rbf the AVSTx8 interface is able to configure the Stratix every time with no issue.

Observations from parametrization of the issue: On power up the Stratix SDM enters a BOOTROM state, on the scope we can see it send the nStatus low for only about 20us. It will then stay in this state iterating through these 3 state codes found from using the SDM debug toolkit, which are B0100067, B010007F, or B010007E. Attempting to configure again after the initial failure will fail again but this time nStatus from the Stratix is low for about 2ms. After anywhere from 3 to 6 more attempts at reconfiguration the device will configure. Obviously our desired result would be for the Stratix to configure first try every time.  

What we have done: Completed all relevant Stratix 10 Configuration User Guide section 7.1 Configuration Debugging Checklist items

Which includes these major steps as well as others:

                Verified voltages are correct using the SDM debug toolkit

                All configuration resistors are the correct value

Verified voltages are correct and coming up (and down) in the right sequence using an oscilloscope

                Verified all SmartVID settings

                MSEL pins are the right value  

 

Any suggestions or extra debug steps would be much appreciated. This problem has been odd given that the Stratix can be configure from JTAG initially.

I have attached screen shots from our testing. Showing the Stratix running in BOOTROM mode then USER mode. As well as the SDM parameters that are read from the .sof that is being programmed into the Stratix.
