Do I need to connect the Ferrite bead to my VCCA if I am not using any PLLs in my design?

What if I am not using any PLL in my device at all? i.e. none of the PLLs is configured?

In that case, No, you do not need to connect the ferrite bead or decoupling capacitors if you are not configuring any PLLs in your design. It is advisable though, if you want to use the PLLs in the future.
