Does it have an I/O controller that would enable it to be used in a notebook's mini pci-e slot?

That is exactly what it is for... It uses a G2 controller found in the 2.5" Intel SSDs.

If that is the case, this would be the solution that many people have been looking for in a mini pci-e SSD. Everything out there is intended for netbooks and not notebooks. So I should be able to use this in a mini pci-e slot designated for a WWAN or WLAN card?

no, the ssd is not guaranteed to work in every mini pci-e slot. the specific slot must be designed to pass sata through it.
