Hello,
On the Bluetooth 23.70.3 driver page it says the following:
"Prior to Upgrading from 23.10.x.x - 23.50.x.x versions to this 23.70.3.1 driver, the user needs to disconnect all the Bluetooth® devices and unpair all the previously paired devices in the PC."
Is "Bluetooth devices" referring to the Bluetooth emitter itself (such as a Bluetooth USB dongle or internal Wifi/Bluetooth card) or any devices that are connected to my PC via Bluetooth?

This is all the devices connected to your PC via Intel's Bluetooth engine (i.e., the internal WiFi/BT card).

So I do NOT have to physically disconnect my internal Wifi/BT card from my motherboard, correct?

No, Just remove (unpair) the connected/previously connected devices (headphones, etc.).
