Intel oneAPI Math Kernel Library - "Service currently unavailable. Please try later."

I am using Big Sur mac OS 11.2.3 with Intel CPU. 

I cannot download the installer  ( local or remote): https://software.intel.com/content/www/us/en/develop/tools/oneapi/base-toolkit/download.html?operatingsystem=mac&distributions=webdownload&options=offline

 ... it says the following: "Service currently unavailable. Please try later." 

Is this a temporary server issue?
