Unable to connect to Intel(R) Software Development Products Registration Center

Hello,

While trying to install parallel_studio_xe_2020_update4_composer_edition_for_cpp_online using CLI I get the message: 

"Unable to connect to Intel(R) Software Development Products Registration Center
(https://registrationcenter.intel.com). Check your proxy settings and correct
them if needed."

also running: `wget https://registrationcenter.intel.com` returns:

How could i accsess https://registrationcenter.intel.com?  how could i fix that problem and install?
