receiving serial data

Helo i am new in fpga design and IP  

what i am asking is how can i receive serial data at the input of an ethernet mac ! 

how should i configure the ip and manage the inputs

You need an SGMII. (Serial Gigabit MII interface) component called a PCS

Basically this provides a serial SGMII link between the external ethernet PHY device and the Altera TSE MAC Layer
