QSV H.264 encoding: support for 4:2:2 and/or 10bit?

1. Using Intel(R) Media SDK 2020 R1

2. OS is Windows 10 Pro 10.0.19041 Build 19041

3. Used sample_encode.exe

For your information both 4:2:2 and 10 bit are not supported for h.264 encoding.
