Hello
I have an Intel d915GAV motherboard with BIOS version 0482 and a Pentium 4 - 660 (3.6 GHz with x18 multiplier).
The BIOS show the processor as being 3.6 GHz but CPU-Z and SIW show the processor at 2.8 GHz and a multiplier of x14.
Any ideas on how to remedy this discrepency ?

CPU-Z is not reporting the correct multiplier.

Everything is fine. Using various CPU benchmarks, they all show the CPU is performing at 3.6 Ghz. It must be some sort of problem with CPU-Z or as you say it may be operating in a speed -stepping mode.
