Is it a laptop or desktop?
What is the model number of the processor?
What version of Windows 10? 1909?

Hello KPetr8,
Thank you for the reports shared internally.
According to the Intel® Processor Diagnostic Tool, the processor is functional and working as expected.
To narrow down the behavior reported, we encourage you to contact MSI and verify if an update is recommended on your system in terms of BIOS. Checking the reports we noticed that the BIOS is not up to date.
You mentioned that the CPU utilization is high mainly when using Discord. Please let us know if you might try a different tool or program and check the system behavior.
Finally, we would appreciate a screenshot of the Task Manager showing the CPU utilization.
Please reply at your earliest convenience.
Regards,
Daisy J.

Hello KPetr8,
Thank you for your prompt response.
Based on the tools and games used, this CPU utilization might be an expected behavior and does not necessarily mean that the processor is defective or failing. However, we would like to verify some additional details to confirm that the whole system is working as expected.
Please test the temperature reached by the processor. You might use a third-party tool or use the Intel® XTU. If using the XTU, download it and run a stress test. Attach some screenshots while the test is in process.
Additionally, you might get a third-party tool to specifically test the CPU utilization while gaming. We do not have any specific tool to recommend but you might look for alternate options. If so, please share the results or screenshots.
In regards to the BIOS, we encourage you to contact MSI to confirm if it would be recommended to run this update and how to perform it.
We will wait for your response. Feel free to reply if any additional assistance is required.
Best Regards,
Daisy J.

@DaisyJ_Intel The user's i5-7400 is not supported by XTU. Only X and K processors are supported by XTU.

Hello KPetr8,
Thank you for the screenshot shared.
Based on this additional test and the details previously gathered, we can rule out any possible issue with the processor. The CPU utilization might be an expected behavior taking into consideration the tasks that the processor is performing while gaming and doing streaming.
You might still try to contact MSI to verify if the BIOS update is recommended and how to do it. This link includes their contact information.
Feel free to contact us back if any additional assistance is required.
Best Regards,
Daisy J.
