I have Intel Parallel Studio XE 2017 Update 1 Pro Edition installed and integrated into VS 2015 on my Win10 64 system
I have recently installed VS 2013 Express, and I want to also integrate PS into it
I run the installer again, but on the "Choose Integration Target" page, the VS 2012 and VS 2013 check boxes are grey-filled and the VS 2015 box has a tick in it
Is it intentional that I can't integrate PS 2017 into VS 2013?

Saying more, Microsoft does not allow 3rd party extensions in VS Express Edition versions.
Other words, not supported VS Express Edition comes from limitation of MS VS but not Intel Parallel Studio.
Regards,
Dmitry.

Hello,
Express Edition is not supported by Parallel Studio IDE integration.
Microsoft Visual Studio Express* is only supported for command line compilation. See https://software.intel.com/sites/default/files/managed/80/c1/PSXE2017Update1_Release_Notes_en_US_Lin_Win.PDF
Regards, Katya
