install failure

I just downloaded the software today.  My first attempt to install worked fine, but then it suggested I install Update 3.  That failed to install.

Repairing the existing install didn't work, so I asked it to uninstall.  Now all attempts to install fail here:

(ugh, copy doesn't work so I get to transcribe this by hand)

Error message: An error occured [sic] during the installation of assembly component 844EFBA7-1C24-93B2-A01F-C8B3B9A1E18E.   HRESULT: 0x80073715

Error code: 1603

File name: amplxe_msvcrt_x64.msi

I tried full installs, minimal installs, etc, they all fail here.

I updated my OS install to 1803 for unrelated reasons, and tried the install again. It worked this time. Needless to say, I'm going to avoid letting it update to Update Three this time if possible.
