I am having Intel HD 4400 graphics, it has shared memory of 4182MB but dedicated only 128MB ,any way to allocated it to dedicated memory ??

128MB is the pre-allocated memory at system boot. Memory will dynamically increase based on need up to the max DVMT set in system BIOS. You can increase the initial and max DVMT in BIOS on most OEM systems. Integrated graphics share memory with the rest of the system. The more pre-allocated for graphics the less the rest of the system will have. Altering the pre-allocated memory will not change graphics performance.

is there any need of driver updates to get the full use

No driver update is required make these changes as it is a system BIOS level change.
