Is there a way to get OpenGL 2.1 on GMA 3150?

I have a Samsung N150P netbook running on Intel Atom N550 CPU with Intel GMA 3150 GPU. I am trying to play osu! - which needs to have at least OpenGL 2.1 to run on. But according to GL Extension Viewer, the GPU only has OpenGL 1.4. For that reason the game refuses to run and returns with the error "Unable to obtain graphics context"

I've heard there's a linux driver with OpenGL 2.1, so I tried and it does. But since it runs from Wine, it doesn't works nicely and there's glitches and bad performance.

So I am asking is there's a driver for GMA 3150 that includes OpenGL 2.1 on Windows 7?
