Minecraft will have the mipmaps of its animated texture stuck on a single frame. This issue is specific to Intel Xe-HPG it does not happen on Xe-LPG (intel iGPU's) and it doesn't happen on Nvidia & AMD
Reproduction:
- Install Iris & Sodium for 1.21.4 : https://github.com/IrisShaders/Iris/blob/multiloader-new/docs/guide.md (iris makes no difference here. It just has a eazy to use installer)
- Go to the Nether dimension and observe the lava lakes
- (Extra) Turn off mipmapping in video settings (set it to 0x) and see the issue go away

Reply from mod developer: "This code has been in Sodium for many years and hasn't been changed once. Furthermore, we don't even modify how Minecraft uploads mipmaps. Seeing as there's never been another report of this and that it can only be replicated on Xe2-HPG, this is very likely another driver bug that needs fixing on Intel's part."

Confirmed to happen on Xe2 both LPG & HPG (can't edit the post anymore to correct that).
I am unsure if the issue is present in Xe1 (alchemist) or not. There haven't been any reports but I don't know anyone with an Xe1 system to confirm

The issue isn't exclusive to Xe2-HPG and is also present in Xe2-LPG despite my initial assertion. Gen11 is issue free tho. The status of Xe1 is unclear.

I have found important information that should be added to reproduction steps
- The issue goes away if you have any items in your hotbar (returns if you hide the hotbar with F1)
- The issue goes away if you're on fire
- The issue goes away if a dropped item entity is being rendered
