The newest Intel HD 620 Graphics drivers prevent Premier Pro & Adobe Media Encoder from rendering & displaying videos properly. Horizontal green lines show through the video displayed.
I did some testing and I think that Intel driver version 27.20.100.8280 and higher appears to cause this issue currently if there is no AMD/NVidia GPU in the system.
This could also affect those systems with a dedicated graphics card but I can't see anyone reporting that.
A work around for the time being is to roll back the driver to a version that works. (If like me this option was not available for you follow the instructions in the link below to completely uninstall the new Intel driver. You can then manually install an older one.)
From my testing anything before version 27.20.100.8190 should work.
I then took the additional step of stopping windows from automatically installing driver updates until this issue is resolved.
