Are they different only in operating temperature, with all other functions being exactly the same?
WGI210AT:0 to 70 °C
WGI210IT:-40 to 85 °C

WGI210AT usually refers to a version of the WGI210 PHY designed for automotive or industrial temperature ranges (the "AT" suffix often indicates Automotive Temperature grade).
WGI210IT typically indicates an Industrial Temperature grade PHY (the "IT" suffix stands for Industrial Temperature).
In the end, the only difference is the functionality and the operation temperature, as you can see in the following link:
