So far it appears that the main way to install a new OS onto an Android device would be to use a PC to unlock the bootloader and flash the OS image onto the device, e.g. ~ https://wiki.ubuntu.com/Nexus7/Installation https://wiki.ubuntu.com/Nexus7/Installation
Does Intel have any plans to provide such tools for the Bay Trail platform? Naturally, the OS distro would have to provide the OS image, but would it be possible to have a standard toolchain to flash such OS images onto Bay Trail devices?

I am not aware of a plan to provide any additional tools beyond what is currently available. The functionality for which you seek would be performed by an OEM that is adopting our BSP and building their own platform.
