Is tlaquepaque a reference design based on Xeon D1559? If so can we get access to library?

Schematics, symbols, CPLD details etc

The cited Customer Reference Board (CRB) is designed to be used with the listed part number because it is part of the Broadwell-DE processors family. You can confirm this information in Table 1, on page 10 of the Grangeville Platform (Tlaquepaque) Customer Reference Board (CRB) Manual document # 556618. 

The Tlaquepaque Board Files document # 556654 has the information that may help you.
