We have an HP Windows 10 PC with the I219-LM and latest driver 12.19.2.61 Rev.P. We have the following driver settings:
EEE - Off
Ultra Low Power Mode - Disable
Reduce Speed on Power Down - Disable
Issue is when this PC enters sleep it is still dropping the network link as it renegotiates from 1000BaseT to 100BaseT. So seems like "Reduce Speed on Power Down" is having no effect. If that setting is left at Enable it goes down to 10BaseT.
Our next course of action is in Windows OS to try and disable the S2/S3 sleep states and force it to only use Modern Standby (S0 Low Power Idle) aka Connected Standby.

We have solved this issue now. Looks like only Modern Standby (S0 Low Power Idle) Connected Standby was the only mode supported. The solution involved uninstalling the NIC device and then allowing it to be re-installed via device manager. Now the driver settings are reset to the default. Then change the following settings back to what is needed and they now work. ports stays at 1000BaseT when in Standby mode.
