i225-V hardware lost

I have two i225-V and their nvm-images were installed in a shared flash(Winbond W25Q64JV). After I updated one of them, the other one was not found. Now I can't find any way to solve the question. I used ‌NeoProgrammer to read the data of the IC(Winbond W25Q64JV).

Then I compared with the offical firmware.

I found that it really remained one I225-V.

The other data was 0xFF.

How can I make up the data  for another I225-V.

I have tried many methods, but not worked.
