DK-DEV-10CX220-A shows JTAG can't find the chip, how do we solve it?

-Development environment, Windows 10?  Intel software name? Revision?

1、windows 10       Quartus (Quartus Prime 20.1) Lite Edition

-Follow by xxxxx user manual to start using this board, and got stuck on step# ?
2、first step no work

-Software shows it can’t connect to the main chip xxx and screenshot for reference.
3、already provide 
-Also provide LED status of development board, red/green or other LEDs might help to debug at the same time.
4、D15、D16 Green

Could you provide the details below, I can check if this board still under warranty.

We bought it on Sep from Mouser, but still frustrated on solving the situation and the project has been delayed.

I am sorry to hear your project got delayed due to board not functional.

Let me check with Customer Service for the warranty for RMA.

Aside, I guess you connected the board to PC using USB cable. Do you have USB Blaster II programming cable to try connect the board to its 10pin JTAG connector?

Please check if it can return as soon as possible,  

We connect  to micro usb, it suppose to show USB Blaster II, but there's no response.
also download official testing program and  it can't locate FPGA as well.

I checked Mouser also filed IPS case for the same board with same serial number.

We already send the instruction to Mouser on the RMA process in IPS case.
