Intel graphics command center stuck at 'Refreshing' on video tab

When I redownloaded windows 10 and went to change my color settings i could not beacuse the video tab is stuck at 'refreshing' I waited an hour and still it was stuck. I have tried everything and nothing seems to work.PLEASE HELP ME.

You can try    WIN+CTRL+SHFT+B
