ATI HD 4650 doesn't like my board?

I installed a new ATI video card in my machine, running XP this morning, following the setup procedure in the manual. When my machine boots up I get the Windows logo and then the screen goes black? I hear the windows ta-da sound like you get when Windows finishes loading but still just have a black screen?

I removed the card, rebooted and everything is fine. I removed the ATI drivers, shut everything down, reinstalled video card, booted back up, reinstalled drivers, was asked to restart, same thing again. Windows logo comes up then black screen!!

Never had this problem with a video card before?
