Bing Maps 3D and other programs don't run because hardware acceleration is turned off

I get this message, and many other applications, including PowerPoint presentation mode, etc... give me similar messages. This didn't use to happen on this machine. I unfortunately no longer have a reliable restore point. The graphics card drivers are up-to-date. I tried to reinstall Bing with the hope that it would correct the issue. I tried to change the graphics parameters in the Intel graphics control panel (Moving the acceleration slider to performance), with no effect. I reinstalled DirectX as well. The weird thing is that dxdiag gives different values for x86 and 64-bit, see below full info below?
