Can't activate Quicksync

I have recently heard about Intel quicksync and want to use it for my software, but I do not know how to enable Quicksync. Using intel hd 3000 graphics card on an ASus with Bios 415

I understand you like to enable Quick Sync.

Intel Quick Sync feature is enabled once you install the video driver, then you need to use proper software to get the feature working properly.
