Sooo i m trying to update my Intel Graphic Driver From Intel Driver Utility But for some reason i cant it say that i have version 10 and latest is 15 but whenever i update the driver and then check the driver version its still 10 ._.

Instructions as above (manually uninstall driver then install) , but as your CPU/GPU is 3rd generation, HD 4000 - this should be the correct, most recent driver as of date, for you:

The Intel Driver Update Utility is currently unreliable - both at identifying OS and your hardware correctly, and to some degree - matching its findings with the correct and most recent drivers. Similar issues has has been reported rapidly lately, especially by Windows 10 users. Wether this is due to the recent increase in Windows 10 migraters and new-sales, or "newly introuduced bugs", is uncertain. Either way, I never found Intel Driver Update Utility to be reliable for keeping drivers up-to-date, regardless of Windows version.
For the time being, I strongly suggest manual updates when in need of driver update(s). Just make sure the selected driver supports your device. Regarding GPU - check that your version is listed at the bottom of the page in the linked driver below - otherwise do a search at the https://downloadcenter.intel.com/ Intel® Download Center
This is the most recent graphics driver available for Windows 10:

Download the driver that matches your platform (OS and 32/64 bit), uninstall old driver before installing the new one.

Ok So i Downloaded and Installed the Driver and it was the same Version i had before which is 10.18.10.4276 soooo i guess thats the latest Driver?

This seems correct. Did you uninstall the current driver first, before installing the new one?
EDIT: I have inspected the driver package. For better explanation: The downloaded driver is a driver "package", and this has version nr 15.33.39.64.4276. The package inlcudes both Graphics driver and Display Audio driver. The Graphics driver included is version 10.18.10.4276.
So as of date, this is the most recent driver available for your Graphics interface.

Eh forgot to unistall before installing should i try again with uninstall this time?
