Cannot access openGL properties

My laptop has a Mobile Intel 4 Series Express Chipset, with latest drivers. The graphics card properties menu does not allow me any way to access the openGL menu, as directions on this site say it should. Is there an alternative way to access the openGL menu, and if not, to which drivers would I have to downgrade to in order to do so?
