It is supposed to be fixed in the latest 15.40 drivers but these are only available for Windows 10.
What about Windows 7, 8 and 8.1 (32-bit and 64-bit)?

I forgot to mention that I am using a 4th Generation CPU for which only Windows 10 drivers were released.

At this point, we don't have any information if the option will be available on the Intel® HD Graphics Control Panel, we are constantly trying to improve the quality of our products via driver updates, so stay tune for further announcements in our Community.

I'm sorry at this point we don't have information when this will be available or if it is going to be available on the next driver, at this point I suggest you to keep checking the Intel download center for new driver release and to see the if the option will be available but I cannot guarantee anything.

I noticed that 15.45 drivers have been released for Windows 7/8.1/10 but I see no 4th Generation CPUs listed as supported. Are these supported or not?

We identify the driver version with the last 4 digits, what is the graphics version you have or processor model? Are you talking about the https://downloadcenter.intel.com/download/26464/Intel-Graphics-Beta-Driver-15-45-?product=88345 Intel Graphics Beta Driver [15.45]?

I am using an i5-4690K processor and I am talking about https://downloadcenter.intel.com/download/26404/Intel-Graphics-Driver-15-45 https://downloadcenter.intel.com/download/26404/Intel-Graphics-Driver-15-45 (Version: 15.45.10.4542). A beta driver that addresses this issue if available would be fine too.

4th Generation graphics drivers compatible with Windows 7* and Windows 8.1* are in the 15.36 baseline. The latest driver available is 15.36.31.4414 which you can download from here: https://downloadcenter.intel.com/download/25978/Intel-Graphics-Driver-for-Windows-7-8-1-15-36-?product=80939 Download Intel® Graphics Driver for Windows 7*/8.1* [15.36]
The latest Production and Beta drivers that we released are for the 15.40 and 15.45 baselines. I'll suggest checking the table provided here: http://www.intel.com/content/www/us/en/support/graphics-drivers/000005654.html Understanding the Intel® Graphics Driver Version Number to better understand which driver baseline is compatible with your Hardware/OS combination.
We are working on a new update for 15.36, but I cannot provide an estimate release date, since the release schedule could change at any moment based on testing results, bug sightings, etc.

Just to clarify things again I am asking about the functionality to change Intel HD Graphics Control Panel language without changing windows language for non-Unicode programs. This is supposed to be fixed in the 15.40 drivers but these are only available for Windows 10. I am not sure if an update of the 15.36 drivers will address this issue for Windows 7, 8 and 8.1 (32-bit and 64-bit).
