I have a new HP Envy w/intel graphics and the color saturation (in the intel graphics command ctr.) doesn't change anything. The slide lever moves and shows numbers, but color intensity does not change. Updated drivers - no change. Help please.

Depending upon the monitor in question, I have seen the sliders appear to do nothing as you move them but, when you click on Apply, the changes are then applied. Check this for your case.
