In reference to your question, as the first step, we recommend to get in contact directly with the game developers to verify the game requirements, since the performance of the game will depend on the game specifications and your whole hardware configuration. Additionally, games are usually GPU intensive, and sometimes, depending on the game, you may require a dedicated graphics card compatible with your system to be able to play the game when using a Desktop PC. Some laptops include a dedicated video card already.
I found a link that shows the system requirements of the game Europa Universalis 4 and it says an external graphics card is needed, which means the game will not run by using the integrated graphics of the processor:
