FPS lag World of Warcraft

Dell Studio 1737 Laptop with Mobile Intel 4 Series Express Chipset Driver Ver 8.15.10.2141, Intell Core Duo T6400 2.00GHZ, 3GB RAM, Windows 7 64-bit. Running World of Warcraft continously shows 5-10FPS with a Latency of no more than 120ms. Software Game Video options set to minimum, even with using GameBooster. I thought that the Mobile Intel Chipset was supposed to provide no less than 60FPS at all times. How do I increase the FPS without further disabling Windows 7 video software options?
