Graphics Max Dynamic Frequency

Hello! Im using B970 processor. I read that Graphics Max Dynamic Frequency of HD2000 is 1.15ghz , but GPU-Z shows that is 650mhz constant. It doenent change even I played some games. How to use this to increase fps in games ? Thanks and sorry for my bad english!
